CAIRNGORMS NATIONAL PARK AUTHORITY Planning Paper 2 08/10/04 CAIRNGORMS NATIONAL PARK AUTHORITY Title: DRAFT INTERIM ENFORCEMENT STATEMENT Prepared by: DON MCKEE, HEAD OF PLANNING Purpose At the Planning Committee on 13th February 2004 Members considered a report on the legislative context and the "mechanics" of planning enforcement. Pending the completion of the Cairngorms National Park Local Plan it was resolved that an interim statement should be prepared and brought to Committee for approval. A draft of this statement is attached for consideration. Recommendations That Members accept the statement as the Cairngorms National Park Authority policy on enforcement of planning control until such time as alternative policies relating to enforcement are in place via the local plan process. Executive Summary The statement is based on the duty of stewardship incumbent on everyone with an interest in the Park: not just the authorities, but also the communities and others who live in and/or enjoy the Park. Sound planning is at the heart of this duty to ensure that the right development happens in the right place at the right time within the context of legislation, policy and the 4 aims of the Park. Robust enforcement of planning control is an essential part of this process and the Cairngorms National Park Authority will work actively with others to ensure that development takes place within the proper planning framework.
